Two-Face is so horrible that his ONLY goal in life was to kill Batman (even though Batman wasn't responsible but like I said, the movie was a cartoon so it's Batman's fault) and when he finally had Batman on the floor, unconscious, the pistol held against his head, about to pull the trigger, Riddler says "No" just so he can leave a Riddle. He reflipped his results until he got what he wanted. Other than sparring Riddler's life, he never followed his own coin logic between promising the security guard he'd live but he was gonna boil him in acid anyway, and repeatidly flipped his coin because it wasn't giving him the result he wanted when it came to shooting Bruce. The most offensive part was his coin bit. Two-face managed to becoming even LESS threatening when Riddler showed up, because Two Face did NOTHING outside of using his nameless goons to rob banks, but Riddler could've used his box to mind fuck or blackmail mob bosses/low time criminals into stealing for him. Even as a kid I saw no threat to Two-Face because he was an average two bid crook, he's on par with any common thug Batman has taken down. Tommy Lee Jones two-Face was the biggest disappointment of the film. I have some mild complaints about Chris O'Donnell as Robin but not enough to warrant making it a negative on the film at all. The only part of the film I find moderatly perfect was Jim Carrey's Riddler. The story has no impact and feels like someone who had never heard of Batman got drunk and just screamed his idea for a Batman movie at the director. Val Kilmer has the charisma of a fart stain as Bruce and the menace of a 5 year old with spina bifida as Batman. The actor who played robin, whose name I dont recall because he is the most boring white bread brings nothing to the table actor in history, is an unlikable brat and useless to the point of hindrance. Carrey is the worst part of the film by a country fucking mile with his tired as fuck "I make silly faces and voices in the same exact way in every fucking movie" bullshit, but the rest if the film isn't much of a gem either.
